Cho Tự Do Tôn Giáo Ở Việt Nam

Thông Báo Ngày 15 Tháng 5, 2003- Ngày 1 tháng 5, Uỷ Hội Hoa Kỳ Về Tư Do Tôn Giáo Quốc Tế đệ nạp cho Tổng Thống Bush bản phúc trình về tình trạng tự do tôn giáo ở Việt Nam với đề nghị liệt kê Việt Nam vào thành phần “quốc gia cần quan tâm đặc biệt.”

Bản phúc trình này cho thấy kể từ khi Quốc Hội Hoa Kỳ thông qua bản thương ước với Việt Nam vào cuối năm 2001 thì chính quyền cộng sản Việt Nam đã leo thang đàn áp tôn giáo, bắt bớ nhiều vị lãnh đạo, đóng cửa hàng trăm nhà thờ, áp lực nhiều tín hữu Thiên Chúa Giáo phải bỏ đạo, tiếp tục chiếm giữ tài sản của các giáo hội theo chính sách của Đảng Cộng Sản nhằm khống chế và triệt tiêu sức mạnh của niềm tin tôn giáo trong quần chúng.

Nếu bị liệt kê vào danh sách ngắn gồm các “quốc gia cần quan tâm đặc biệt” thì Việt Nam có thể bị chế tài ngày càng nặng nếu không có những cải thiện cụ thể như trả tự do cho những người đang bị cầm tù, hoàn trả tài sản cho các giáo hội, chấp nhận cho các giáo hội tự do hoạt động.

Trong bản phúc trình, Uỷ Hội cũng kêu gọi Tổng Thống Bush ủng hộ cho Dự Luật Nhân Quyền Cho Việt Nam, HR 1587, do Dân Biểu Christopher Smith đưa vào Hạ Viện ngày 3 tháng 4 vừa qua.

Để hỗ trợ cho kiến nghị kể trên của Uỷ Hội, Uỷ Ban Tự Do Tôn Giáo Cho Việt Nam phát động chiến dịch gởi thỉnh nguyện thư cho Tổng Thống Bush. Chúng tôi thiết tha kêu gọi quý vị trong cộng đồng ở khắp Hoa Kỳ hưởng ứng chiến dịch nàỵ Vì trong tháng 6, Tổng Thống Bush sẽ có quyết định về kiến nghị của Uỷ Hội, chúng ta cần nhanh chóng vận động ngay lúc nàỵ

Dear President Bush:

We are writing to urge you to designate Vietnam as a “country of particular concern” as recommended by the US Commission on International Religious Freedom that was appointed by you.

Following Congress’ ratification of the Bilateral Trade Agreement with Vietnam in late 2001, Vietnam’s communist government has stepped up its crackdown on religious freedom and human rights. The US Commission on International Religious Freedom expresses grave concerns in its report submitted to you earlier this month:

”Key religious dissidents have been imprisoned; others remain in detention or under house arrest. In addition, the government has intensified its crackdown on religious minorities in the northwestern provinces and the Central Highlands. Violations associated with this crackdown include church closings, detention of religious leaders, and efforts to force the renunciation of faith, as well as a recent alleged noxious gas attack on religious service. The increased repression of religious freedom has been reportedly sanctioned at the highest levels of the Vietnamese government, according to documents obtained by individuals and human rights organizations.”

We support your policy of making human rights a cornerstone of U.S. foreign policy. Placing Vietnam on the short list of “countries of particular concern” should send a strong message to the communist leadership that it can no longer violate religious freedoms and human rights with absolute impunity.
