Chuẩn bị cho cuộc tổng vận động năm 2015

Đây là lúc cộng đồng Mỹ-Việt cần gửi thư cho các dân biểu Hạ Viện và nghị sĩ Thượng Viện vừa mới đắc cử, để chúc mừng và cũng để nhắc nhở họ về tình trạng nhân quyền vẫn tồi tệ ở Việt Nam. Việc này sẽ giúp chuẩn bị cho cuộc vận động của chúng ta vào đầu sang năm khi Quốc Hội nhiệm kỳ 114 nhóm họp.

Công cuộc vận động của chúng ta đã tạo sự khác biệt. Nhiều thành viên Quốc Hội đã lên tiếng phản đối Việt Nam tham gia vào Hiệp Ước Mậu Dịch Xuyên Thái Bình Dương (TPP) trừ khi và cho đến khi Việt Nam cải thiện nhân quyền một cách đáng kể và cụ thể. Trong chuyến viếng thăm Việt Nam mới đây, Ông Tom Malinowski, Phụ Tá Ngoại Trưởng Hoa Kỳ về Dân Chủ, Nhân Quyền và Lao Động, nhấn mạnh tầm quan trọng của nhân quyền trong các quan hệ giữa Hoa Kỳ và Việt Nam. Ông ta tô đậm 3 lĩnh vực cải thiện căn bản kỳ vọng ở Việt Nam: trả tự do cho tất cả tù nhân lương tâm, cải tổ khung luật để bảo đảm tuân thủ các tiêu chuẩn nhân quyền quốc tế, và tôn trọng quyền tự do phát biểu, hội họp ôn hoà và lập hội, đặc biệt là quyền tự do thành lập các công đoàn tự do và độc lập.

Đây chính là những đòi hỏi mà chúng ta thúc đẩy từ bấy lâu nay.

Bây giờ chúng ta có đà thì cần duy trì nó cho một khởi đầu vững chắc vào sang năm. Dưới đây là thư mẫu mà quý vị có thể sử dụng y nguyên hoặc tuỳ nghi sửa đổi.

Dear Congressman [Senator] ...

We are writing to congratulate you on your election [re-election] to the United States Congress. Faced with multiple challenges in the world and at home, our country needs effective leaders and policies.

We would also like to call your attention to the brutal crackdown on political and religious dissenters that has been going on in Vietnam since 2007. With Burma taking steps toward reform, Vietnam now stands out as the worst violator of human rights and the worst enemy of democracy in Southeast Asia. Its government continues to detain hundreds of prisoners of conscience and to suppress, often violently, the free exercise of religion.

At a United Nations review of Vietnam's human rights practices early this year, the U.S. mission to the United Nations expressed severe concern over aggravating human rights violations:

"Vietnam still harasses and detains those who exercise universal rights and freedoms, such as the freedom of expression and association.  Vietnam also restricts religious freedom and harassment of unregistered churches continues. We are concerned with restrictions on the formation of independent trade unions, the use of child and forced labor, and the government's use of compulsory labor."

In his press statement dated July 31, 2014, the UN Special Rapporteur on freedom of religion expressed his grave concern at the conclusion of his 11-day mission to Vietnam:

"A litmus test for the development of freedom of religion or belief in Viet Nam is the conditions of independent religious communities. Under the current situation, their possibilities to operate as independent communities are extremely unsafe and restricted, in clear violation of article 18 of the ICCPR [International Covenant on Civil and Political Rights] to which Viet Nam is a State Party."

It is important that the new Congress send a clear and strong message to the Vietnamese government that expanded trade and security relations with the United States must be pre-conditioned on significant improvements in the government's human rights practices, starting with the immediate and unconditional release of all prisoners of conscience, fundamental reform of the repressive legal framework, and full respect for the rights to freedom of expression, peaceful assembly, and association.

We look forward to working with you on these and other issues in the 114th Congress.
